This paper compares the integration of gender strategies into development assistance in the United States Agency for International Development (USAID), the Canadian International Development Agency (CIDA), and the Swedish International Development Agency (SIDA). At first I hypothesized that USAID, which strongly advocates democratization, would be the most progressive in gender integration. However, quite the opposite is true. In my study, CIDA and SIDA have demonstrated greater integration of gender development into their programs. I seek to describe and explain these differences.
