By analyzing case studies from Tanzania, this study will examine the effects of structural adjustment policies (SAPs) on domestic democratization. I hypothesize that SAPs have a negative effect on domestic democracy. Structural adjustment policy requires deep cuts in health, education, and food subsidies by national governments, making mere survival more demanding and popular participation less likely. My research will contribute primarily to debates over the goals and effects of development policies promoted by Western donors among less developed countries.
