President’s Cabinet 2016-17
The President’s Cabinet is comprised of leaders of each major College division and provides advice and counsel to the President, leveraging its collective knowledge and expertise to advance the College's mission. Cabinet members deliver effective, responsive, and informed institutional leadership, and provide penultimate review of recommendations to the President of the College on matters of broad institutional significance. The President’s Cabinet ensures that the College makes timely progress toward its goal of advancing as Coastal Virginia’s premier private, national liberal arts college.
Each member of the President's Cabinet ensures effective communication with his or her constituents. This communication, which must be reciprocal, involves anticipating issues, seeking perspective and advice, and sharing information before and after decisions are made. The format of these communication networks is at the discretion of each Cabinet member.

Provost and Vice President
Dr. Timothy G. O’Rourke is Provost and Vice President at Virginia Wesleyan College. He previously served, since 2007, as the College’s Vice President for Academic Affairs and Kenneth R. Perry Dean of the College. Dr. O'Rourke holds a B.A. from the University of Pittsburgh (Phi Beta Kappa, Summa cum laude); and an M.A. and Ph.D. in Political Science from Duke University. He has worked at nearly every level of higher education: vice president (Virginia Wesleyan College), dean (Salisbury University), endowed professor (University of Missouri-St. Louis), and department head (Clemson University). He is presently directing a four-institution Teagle Foundation-funded project on liberal arts curricular reform. He regularly teaches a first-year course on American politics at Virginia Wesleyan.
Dr. O'Rourke is co-author of State and Local Government: The Third Century of Federalism and author of The Impact of Reapportionment. His articles on electoral law have appeared in Political Geography, the Virginia Law Review, and the Journal of Law & Politics. He has testified on voting issues before U.S. Senate and House committees; the U.S. Supreme Court has cited his work as an expert witness. He has staffed electoral reform commissions in Virginia Beach and Charlottesville and the St. Peters (Missouri) Charter Commission, which drafted a home rule charter for that city. From 1998 to 2002, he directed Kids Voting Missouri, a program in which nearly 68,000 Missouri K-12 students voted alongside their parents in the 2000 presidential election. While teaching at the University of Virginia, he served as Executive Director of the Virginia Commission on the Bicentennial of the U.S. Constitution.A Pennsylvania native, Dr. O’Rourke is a folk musician, jogger, gardener, and inveterate Pittsburgh Pirates fan. He and his wife, Judy, an artist, have five grown children and four grandchildren and reside in Virginia Beach, Virginia
Senior Vice President
Dr. Mort Gamble is Senior Vice President at Virginia Wesleyan College. He received his doctorate in higher education leadership from West Virginia University and his master’s and baccalaureate degrees in English, also from WVU. Prior to joining Virginia Wesleyan in 2016, he served as Executive Assistant to the President and Associate Vice President for Advancement at Bethany College, Bethany, WV; Director of Stewardship for The George Washington University, Washington, DC; and Chief Advancement Officer at Hood College, Frederick, MD; Fairmont State University, Fairmont, WV; and Waynesburg College, Waynesburg, PA. Dr. Gamble’s academic background includes teaching English, humanities, and journalism at West Virginia Wesleyan College, Buckhannon, WV, where he also served as Director of College Relations.
A former member of a traveling circus troupe, Dr. Gamble is a regular presenter on circus history, culture, and media exposure at national conferences, and is the author of book reviews, articles, essays, and features on circuses for regional and national publications. He contributed three chapters to the 2007 book The Many Worlds of Circus, edited by Robert Sugarman. Dr. Gamble is currently at work, with Maureen Brunsdale of the Milner Library at Illinois State University, on a book-length biography of trapeze artist and show manager Arthur M. Concello.He is married to M.E. Yancosek Gamble, chair of the Department of Communications and Media Arts at Bethany College and a trainer and consultant on media and marketing.
Vice President for Administration and Finance
Cary Sawyer is Vice President for Administration and Finance at Virginia Wesleyan College. He began his employment at Virginia Wesleyan College in 1994 as Director of Accounting after serving four years as Accounting Manager at the Children’s Hospital of The Kings Daughters in Norfolk. He received his Bachelor of Science in Accounting from Virginia Tech in 1984 and completed the certified public accounting exam in 1988.
Sawyer and his staff have developed an integrated financial management program that provides students, faculty and staff with accurate and timely financial information to aid them in their studies and in the workplace. Sawyer is a member of the Board of Directors of the Virginia Private College Benefit Consortium, Inc.
He is a native of Portsmouth, Virginia, and is married to his college sweetheart, Daphne. They have two daughters, Nevan and Kasey, and live in Virginia Beach.
Vice President for Student Affairs
Dr. Keith Moore is Vice President for Student Affairs at Virginia Wesleyan College, a role he assumed in January 2016. In this capacity, he oversees Campus Security, Counseling Services, Community Service, Health Services, the Jane P. Batten Student Center, Marlin Ministries, Residence Life, Greek Life and Student Activities. Dr. Moore previously served as Virginia Wesleyan’s Associate Vice President for Student Affairs. He first came to Virginia Wesleyan in 1999 as the Assistant Director of Residence Life and Director of Intramural Sports and has held additional roles as Director of Residence Life, the Men's and Women's Cross Country Coach, Institutional Assessment Coordinator, and Dean of Students.
A Boston native, Dr. Moore has also held positions in new student orientation and housing and residence life at University of Massachusetts at Amherst. He has served as president of the Virginia Association of Student Personnel Administrators and taught courses through Old Dominion University's Darden College of Education. Moore holds an Ed.D. in Higher Education Leadership from Nova Southeastern University. He earned an M.Ed. in Educational Policy, Research, and Administration from University of Massachusetts at Amherst, and a B.A. in Politics and History from Curry College.
Dr. Moore is married to the former Meredith Ann Martin, a school psychologist with Chesapeake Public Schools. They reside in Virginia Beach with their daughter, Jacqueline Rose.
Vice President for Enrollment
David Waggoner is Vice President for Enrollment at Virginia Wesleyan College. He earned a bachelor’s degree at the University of Kansas and a master’s degree at the University of Missouri.
Waggoner previously served as Associate Vice President for Admission at the University of Baltimore; Assistant Vice President for Admission at Monmouth University; Dean of Enrollment at The French Culinary Institute (now International Culinary Center); and Associate Dean of Admission and Financial Aid at Upsula College. He is also the former Vice President of Premier Communications, a marketing consulting firm on student enrollment strategies, and Miller/Cook & Associates, an enrollment consulting firm.
Waggoner is a native of Kansas City, Missouri, and an avid fan of the Royals, Chiefs, and Tigers of Mizzou.
Chief Information Officer
Robert Leitgeb serves as Chief Information Officer at Virginia Wesleyan College. He achieved a Bachelor of Business Administration from Idaho State and a Master of Arts in Educational Technology from Fresno Pacific University. His professional experience is highlighted by a successful tenure at Fresno Pacific University where he last served as the Executive Director of IT Services.
Leitgeb brings 14 years of information technology management in the arena of higher education. Professionally, his strengths focus on strategic planning, leadership and professional development. He has spoken nationally in the area of innovation in higher education. In his academic career, Leitgeb’s focus of study was online and blended education. His thesis involved an exploration of social media’s impact on Moore’s Theory of Transactional Distance in blended classroom learning environments. He has been called to present nationally and in regional panel discussion for flipped classroom-style teaching. As CIO, Leitgeb brings a true breadth of experience that exceeds the normal areas of information technology in higher education.
A recent transplant to Virginia, Leitgeb resides in Chesapeake. He is married with two children, and his oldest son is studying psychology and art at Virginia Wesleyan.
Executive Director of Intercollegiate Athletics
Joanne Renn is Executive Director of Intercollegiate Athletics at Virginia Wesleyan College. She received her master's degree in human resource management from Alabama's Troy State University and her bachelor’s degree in psychology from Old Dominion University. She is one of the six original female athletic scholarship recipients at ODU, where she played women's basketball.
Renn began her career at Virginia Wesleyan in 1994 as the Assistant Women's Basketball Coach and held an array of responsibilities including head coaching stints (tennis and basketball) and a role as the Senior Women's Administrator before her appointment to Interim Athletics Director in 2007. From 2004-05 she served as Director of the NCAA Division III Women's Basketball Championship Tournament and was also named to the NCAA Division III Nominating Committee.
Renn is a member of the Hampton Roads Sports Facility Authority, appointed by former Virginia Governor Mark Warner. She also serves on the Virginia Beach Sports Grants Committee, to which she was appointed by Buddy Wheeler of the Virginia Beach Convention and Visitors Bureau.

Management & Coordination
Executive Assistant to the President
Stephanie Smaglo is Executive Assistant to the President at Virginia Wesleyan College, where she manages senior-level communication strategies and initiatives for President Scott D. Miller. Originally from Syracuse, New York, she earned her undergraduate degree in journalism and communication with a concentration in marketing from St. Bonaventure University's Jandoli School of Communication.
Smaglo has built her creative career from the ground up, wearing many hats along the way—coffee grabber, errand runner, event planner, photographer, graphic designer, production wrangler, social media strategist, email marketer, website manager, copywriter, eagle-eye editor, team builder, and big thinker. Previously at Virginia Wesleyan, she served as Assistant Director of Communications and Lead Writer in the College's Office of Marketing & Communications. Her prior experience includes marketing roles for the American Red Cross in Norfolk, Stone Street Capital in Bethesda, Maryland, and the Summit Federal Credit Union in Rochester, New York. She is a member of the National Association of Presidential Assistants in Higher Education.
When she's not working, Smaglo is busy being a mom and a wife and occasionally sneaks in a nap with her Boston Terrier. She and her family reside in Norfolk.
